A quote is one estimate the system produces from a submitted design. Someone opening your estimator, or browsing it without submitting anything, is not a quote and is never counted.
Jobs you win, and nothing else. It is charged on your final quote when you confirm a job the builder has approved. If a quote never becomes a job, there is nothing to pay. If the builder cancels before you start production, the fee comes back to you as credit toward your next job.
